1 excuse is the number of accidents involving bikes, they did a count, have they counted the number of vehicle accidents too

Now there's a conundrum, because the agreement does not specifically stop cars on delivery, merely stops the use of private cars INSTEAD of the agreed method of delivery as I understand it. There are "special" circumstances whereby cars can be used under the guidelines, though the actual rules seem a bit vague.

Bicycles are Dependant on bag drops and therefore part use of a driver and van .
