Reps Guidance on Royal Mail's 6-step Revision Process
Communication Workers Union
Reps Guidance on Royal Mail’s 6-step Revision Process
Introduction
This document is to assist CWU Reps to communicate with our members and assist Reps to effectively negotiate throughout a revision, thus ensuring that we meet our members objectives and aspirations for any changes introduced through agreed revisions. All reps should request and insist that they get the 2-day CWU Geo-route training (if you have not received any) prior to discussing any future revision or ensure you are giving joint training if this is available within the proposed National agreement.
Communication
Communications should start with informing our members that a revision is going to take place and what kind of revision is it E.G Geo-route, Delivery Methods, Indoor or all of them. We need to remind members that their input into things like mapping verification, and any information for A+ and their ideas for any innovative duty ideas is essential to successful revision for us. Ideally, the Rep and the Dom should look at writing up a schedule that ensures there are open communications on a regular basis of where we are in the revision process.
The start of the process is agreeing the purpose of the revision and highlighting objectives of all parties therefore prior to this it is crucial that there are excellent communication channels with our members. Therefore, before signing up to any agreed objectives it is imperative that we meet with our members and find out what their aspirations are for the revision EG more Saturday’s off, Family friendly duties, earnings, 4-day weeks etc.
It is also of the utmost importance that our Area and Workplace Health and Safety Reps are involved throughout the Process.
Phase 1
Once you have met and discussed the aspirations of our members it is now, you have to look at tying them into the overall objectives of the revision, and this should be done at this stage. As well as tying in members aspirations’ it is essential that you highlight the importance and need for facility time throughout the revision process to ensure you have a “hands on” approach throughout the revision process, without facility time you will find it very difficult to keep on top of the discussions within your office. If this can’t be agreed locally then process the discussions through the Industrial Relations Framework.
Phase 2
A lot of the data gathering is done by the planners and the Dom however, it is essential that this information is shared with you and you check that all delivery points are in the revision, A+ is up to date, what walking speeds are they using, what is the call rate and has it been agreed with you. Phase 3
Geo-route will develop walks based on the information put into it at phase 1 and 2 again it is essential that this information is shared with members to they can verify the actual walk details are correct. Best practice is to have 1-2-1 meetings or groups of 4- 6 members with all members and the manager outlining their own walk at present this highlighting anything different that is in the system compared to “real life”. This can make a major difference to a walk if for example all the letter boxes are at the side of the house rather than the front thus the walk would need more time built in to deliver to it. It is essential that Reps check the attendance call rate as advised in the Geo-route guidelines. The system only builds in at present from 1.7% up to 5% some walks may have an amount of packets and attendance calls of over 5%, which means the walk will have to be amended manually to ensure the time is built in accordingly.
Phase 4
This is where you need to look at innovative duties and see how best you can maximise full time working and more Saturdays off as well as safeguarding earnings in line with your member’s aims and aspirations. Again you can use the Divisional website highlighted above you can click on the highlight in the delivery reps section on New Model Thinking and Delivery Duty Development to get some ideas of what you could look at and what makes up a delivery duty. This list is by no means exhaustive they are just a few ideas for you to think outside the box.
Reps should ensure that all the plans for the revision are displayed and there is an opportunity for all members to air any concerns about walks or the revision etc. All reps must ensure that a members meeting must takes place to ensure ratification of the duties and agreement is given by our members for the implementation of the revision.
All reps need to think about whether a re-pick needs to take place in line with the Way Forward Reps need to also think about any duty changes that may involve the Managing the Surplus Framework agreement, (which is also on the same web page) and Family friendly duties, as well as any Disability Discrimination issues, which again can be accessed via the CWU web site.

Implementation of the revision, there will probably be a planned date for the implementation of the revision however, it is essential that this is agreed with you, and it is “do-able”. Prior to implementation of a revision, reps must ensure that the revision is compliant to all health and safety standards and signed off / confirmed as such by the WSR/ASR and that all equipment for the revision such as trolley’s, vans will be in place for the commencement of the revision. All training requirements should also be in place prior to the revision going “live” and that everyone is aware that all equipment aligned to the delivery must be used.
Phase 6
Is the revision review process, it is imperative that any problems with walking duties are “logged” on a daily basis and you use your review meetings to implement any changes needed. Normally a revision takes about 2 weeks to “bed in” but you can normally see any glaring errors within the 1st week of a revision. Ensure that any tweaks that need to be done are done and if you need to follow the Industrial Relations Framework process to ensure problems don’t just go round in circles, with results in members getting more and more frustrated with problems on their walks not being fixed.
Ensure members have the opportunity to have 1-2-1’s with a rep present to discuss any issues with their walk. Again, ensure that the information in the Geo-route system complies with the walk as well as ensuring the A+ system is reviewed on a regular basis to ensure it is kept up to date.

There was an interesting discussion today with regards to drawing up the plans for the revision and exactly when the deployment takes place - before or after the new equipment arrives. In times past the revisions have been drawn up and agreed, the equipment doesn't arrive and the duties are imposed because they have been agreed.
Now one of the plus factors for this agreement is the banning of private cars on delivery which will only take place when the HCTs and P&L duty vehicles have been allocated.
So should we say no revision takes place or at least implemented until and unless the new equipment arrives and is deployed.

We dont have a rep and the managers are so stupid (seriously - they are thick as pig sh*t) they wont understand how to implement any changes.

To me this is where we see what kind of DOM, cluster managers and what have you, whether they want the agreement to work or not, for me I must admit, it's been a bit of a shock, but they do seem to want it to work as the 2010 agreement says.
