You may be right, some of the part timers do not wish to go full time. In the MC I am in however a lot of them wish to go full time. I myself applied for full time duty after duty and did not get one, not having been senior enough. After having been with Royal Mail for some years thought I would finaly have a chance. But then they stopped advertising duties and started to do apprenticeships and offering full time duties at the end, serves me right for not doing an apprenticeship I guess.

My understanding is if there are full time vacancies identified then A/g's can pick into a full time post according to their seniority ie. if an a/g is senior to a f/t then the A/g gets first choice, otherwise you would be breaking the discrimination against part-time employees act.
However an A/g cannot pick a full time post if it would cause a substansive f/t postie to loose contracted hours

No,A part-time member must be allowed to make their selection in line with their seniority but they must also pick a duty that is in line with their contracted hours.
These rules are exactly the same for a full-time member so no discrimination.
