Dear Colleagues,

Car Derived Vans (CDV’s) - Shared Van Delivery Routes

Branches will be aware that the National Agreement on Transformation (subject to endorsement) contains the following section.

Car Derived Vans (CDV’s) Shared Van Delivery Routes

Guidelines have been developed with input from the CWU and are available to support Managers and CWU Reps with advice and direction during the planning and introduction of local delivery methods revisions. Any further updates to guidelines will be developed with input from the CWU prior to being issued.

In fact these guidelines have been in existence for some time. They were developed by Royal Mail without any CWU involvement and were exclusively aimed at delivery managers and planners – indeed the whole document made no meaningful reference to the CWU whatsoever.

Since this delivery method was first developed the outdoor department has made no secret of the fact that the principle of the method has many attractions including:

Providing the opportunity to cease private car use once and for all

Real potential to remove weight from the shoulder

An opportunity to address a major cause of fatigue

The method offers both our members, and the mail, a better more secure environment

Crucially – it provides a safer platform for the Union’s objective of delivering better and more imaginative attendance patterns for our members in delivery.

Branches will no doubt be aware of some of the horror stories around shared vans – these have been a direct result of poor planning and deployment mainly driven by a lack of meaningful involvement. The commitment therefore was to jointly develop a set of guidelines which satisfactorily covered off the areas of concern.

Before our involvement the guidelines;

•Failed to give adequate protection to individuals who lost their licence whether culpable or non-culpable

•Restricted annual leave opportunities

•Reduced the scope of resigns/re-picks

•Placed the needs of Royal Mail above that of employees when allocating space for vehicles/cars

•Failed to recognise the CWU as playing any part in the planning process

The Postal Executive have endorsed the document and believe that it addresses all of those major concerns and also re-establishes CWU Representatives and their involvement as being key throughout the planning and deployment process.

Branches will note that the document does not address the issues of the detailed planning of loops / routes. Previously, Royal Mail’s planning tools were unable to handle the level of planning required to factor in loops. The latest version of Geo-route has this capability and as such, the planning of loops / routes will form part of the workshops on planning systems and tools which are currently under way.

The document also makes clear that ongoing review will be conducted jointly in line with the commitments contained within the proposed new national agreement.

Our office had a work time learn,were our manager told us anyone who has a driving licence will be driving wether they like it or not.

There has recently been a problem with people not wanting to do driving duties .We were advised to put a letter in stating youre reasons

for this.by union.Some of these lettes were accepted ,others were told that if you didnt drive that you didnt have a job.what is the unions position on

this??

same in my office if you dont want to drive get a job somewhere else, also told 95% of our deliverys will be van sharing so what happens with anyone who dosnt want to drive will we be moved out what about guys who cant drive will they be moved out. 95% that means almost half of us have to drive like it or not

So what is the official stance on this?Can we be forced to drive?
I Wrote-During Covid-Which is still relevant now
It's good to get these types of threads, the ridiculous my manager said bollox, so we can reassure ourselves that while the world is falling apart, Royal Mail managers are still being the low-life C***S they have always been.

The trouble is if you refuse to drive for any duty it could effect your future duties in the future.However the CDV guidlines(thats the nationally agreed ones) are not out yet.There fore anything else is "change". This is when the Interim Agreement comes into practice.

"No exectutive action by Royal Mail until national negotiations are concluded"

Well the ballot is not done yet.There-fore the Interim Agreement still holds the field

No...unless your contract states driving,if it doesn't it would be the same as if you lost your license or were medically prohibited.
However, as a principle, all reasonable steps will be made to find alternative duties within the parent unit for people who can no longer perform a driving duty.

The CWU have a nerve!

Before we commenced the Park and Loop, based on a plan developed in Durham, the CWU were asked if we should go ahead via Area and Div and the answer was YES!

thas ok for people who can no longer drive what about people whos duties are going to change to van sharing and dont want to drive will they be displaced because rm want to turn the office into a motorized unit

Thats the trouble at the moment Dvbuk.Too much has gone through that certainly should not have.The Interim agreement should of put things back as they were until the national negotiations are complete,(and that includes the ballot).

We need help for all reps at local level,on hand at all times

Sounds great in practice drb, but by the time the Interim Agreement came in last November the system had been up and running for 13 months, if you recall as early as the first week of December it was "we're nearly there, best deal of the century, and then it dragged on for yet another three months. The "no savings", no agreements came in February 2009, our savings and the park and loop came into being in 2008 - the interim agreement dealt only with changes in 2009. The Pay and Mod was bad and this one's worse - mark my words it may be voted in but the implementation is an entirely different matter.

The managers have put a letter up in my office asking people who would like to drive to sign below.....total of 0 signatures. We are going to lose more drivers aswell, all our old night staff who had to come over to deliveries when nights were stopped have been told they will have to go back on nights to run the WSM's when they come in otherwise they will lose their grandfather rights night allowances.

Stormproof.You need to PM Lovejoy & Dingo.You also need to get in touch with your area rep asap.Stop this crap now.They are doing this because their DSM or the Regional Director has gone "rogue",or perhaps the DOM himself. Get your are reps email and the divisional rep.PM me with you Branch name too.We will both chase these b******s up!!
