Please find attached the D2D Call Rate Conversion chart, and for your information the draft LTB which will be going out today.
It is vital that all Area Delivery Representatives get straight onto the issue of D2D especially in units where we have no local reps.
On this basis I have contacted all of the Regional IR managers and informed them that there maybe requests for additional release / resource for the interim period.

Please find attached the following documents
1. D2D Planning Guidelines + Associated Documentation.
2. SPDO & Non Sequencing Units Lump Sum Clarification
3. Menu of Options (Attendances and Duty Structures)
Could Branches please ensure that al of the documentation is circulated to all of your Delivery Units/Local Delivery Representatives ASAP.
Area Delivery Representatives are also asked to ensure that particular attention is paid to those units where there is no local CWU representation with regard to the introduction of D2D into workload. Also the assistance of ASR’s should be sought to make sure weight on delivery issues are dealt with paying due regard to LTB 448/10 recently issued by Dave Joyce.
It is important that these documents (excluding the Lump Sum Clarification) are recognised for what they are - ‘Guidelines’. It is the words in the National Agreement that hold the day. The D2D documentation includes documents that have been sent to Royal Mail management and they are provided for your information. Also included are the words from the agreement and a call rate conversion chart that indicates the adjustments to the outdoor element (Call Rate) of delivery duties to allow for D2D. As stated in the D2D guidelines the indoor prep rates/throughputs are interim and remain subject to testing in a live environment, and at this point in time should be viewed as a guide. Under the terms of the National Agreement management are at liberty to share all of the information required to introduce D2D into workload. – “Royal Mail and the CWU commit to the sharing of all information/data” – The target date for the payroll changeover and move into workload remains 7th June but further clarification on this point will be provided following tomorrows meeting with Royal Mail. Any operational/IR problems should be raised with the appropriate CWU representatives ASAP.
The Lump Sum clarification is exactly what it is stated to be and it should be seen as part of the National Agreement.
The Menu of Options identifies some ideas/options regarding innovative attendance patterns and is not intended to be prescriptive or exhaustive, it is an early indication of what can be done in delivery offices, particularly to achieve a minimum of 1 Saturday off in 4. Representatives and units are asked to be open minded and innovative about attendance patterns and where ideas are introduced successfully they should be shared, ensuring they are shared with CWU HQ so that they can be circulated to assist others. Please note that whilst the Menu of Options does not directly include scheduled attendances as cover it does not rule the use of them out and they remain available as an option.
Any queries regarding this LTB should be raised with the Outdoor dept……………………

If only life were that simple.
I believe Pegasus was based on an 85% call rate for mail. This is NOT the same thing as 85% for D2D and should not be confused as such.
Don't compare apples with pears.
Remember that 1% of an 8 hour shift is nearly 5 minutes. A 3% increase in call rates could mean as much as 15 minutes per day.

anyone will have 8 hour delivery spans though
Must admit to not downloading new d2d call rate conversion yet but think the whole reason behind it is to keep any extra delivery time given to do d2d to a miniscule minimum if any at all.

Ive got no problem with the maths of this chart its so simple a 12 year old could grasp it .
Its totally dom friendly in that respect.
My problem is with the real life application, something
planners don't care about.
eg a 78% call out becomes 80% when you add 1/6 d2d.
only a 2% increase!
Its based on a 1/6 chance of hitting your empty slots with the d2d's.
you cant fault the maths except in its assumption that d2d are evenly spread through your drops/non drops.
it is possible that your 80 d2d's (based 0n 1/6 of 500 drops )
will hit on far more than the predicted 10 empty fillets .

I find that 'averages' are one of the big failings of Pegasus. It is very rare that anything averaged over the whole applies directly to small contained areas.
