I've always found in our office, that a percentage of folks never get ballot papers---if that's reflected nationwide, it
is something that needs to be looked at. perhaps all the reps could be instructed to ask around in their office and get a true figure.

Is it always the same ones, who don't get the Ballot Papers?
If so, get them to contact their Branch, as there's probably a mistake in their records. And even if it's not always the same ones. Branch need to be mae aware of the problem, as ALL members should have a say in Ballots.
