i am not motivated by this agreement nor its contents.
i will more than likley be ejected from the business cause the business and CWU agree i am not 100% bsi compliant.
local negotiation does not exist and never has.
If you have achieved agreement locally and not gone through the ir framework you're coming in well short.
my dom does what he's told as does his dsm, so on and so forth right to the top so local negotiations hmmmmmmmmmmmmm :hmmmm
Understanding BSi is the key. To achieve 100 BSi across the indoor element of the shift means there has to be effecitve workload aliegnment which in most delivery offices it dont exist their is dead walking time , 100 BSI also builds in fratigue time and relaxation time and is not demanding and is worked in most places now.

What is not accepted is Royal Mail"s version of 100BSI which artifically introudces performances measures which have nothing to do with BSI and everything to do with achieving their budgets.
For instance the indoor workload tool persumes there are no missorts which is rubbish.

So we should not be scared of BSI , however we should not accept Royal Mail"s measurement systems which have nothing to do with BSI and thats why the agreement commits Royal Mail to agree the measurement systems with the CWU.

dingo, you quoted this as one of the reasons in the thread "London says yes to further strikes"
Plus they revealed that Royal Mail want to standardised all performance levels in the country to the best over a 3 year plan all offices have to make a journey torwards 100 BSI and to achieve parity with the top performing office.
So one minute it is a reason to go back to the gate the next it is more or less written into the agreement and nothing to be scared of. :hmmmm
good times, bad times you know I've had my share

i believe understanding is the key.
there will be a lack of understandaing on the floor from both side of the fence although RM management will be told "THIS IS WHAT IT MEANS" and nothing else will suffice.
On the back of this why would RM want what on the surface appears to be a slicker, faster, less comprehensive version of the IR framework
RM's vision is act first, act fast, act now, ask questions tomorrow, we'll get back to you soon(if at all). Job done, no sorry its too late you should have mentioned that earlier, i'm affraid we as a business has moved on.
Confused... You won't be, after the next episode of. SOAP

The answers obvious then….we are all going to need performance enhancing drugs.

The day after the agreement was done our shift manager, who had obviously read it very quickly, was already quoting that we would have to match the top 10%. He announced there would be fresh letter sorting speed tests. I mean how many times per year do you have to be re tested. Im afraid for this one it just gives him ammunition to go round telling everyone their not good enough for the next three years. The blokes already had 7 years of fault picking now hes been given it in writing telling him to go full steam ahead. A job where you do little yourself but spend the day watching others until you can find something to critisise.

If that's right are we the members on the ground going to the details on BSI. After all if we can't see and examine how BSI is made up and how its going to be implemented how can we vote on an agreement that seems to have this as one of its core issues.

So you are saying RM has seen bullying and intimidation doesn't work so that's all histroy? Thank god for that boys we can all relax. :Sick.

So you are saying RM are going to allow you full say in the performance and measurment tools so that they will be made fair? Do you ACTUALLY believe that? :left: You really think RM will agree with your reps and testers and say 'fair enough, we were wrong, you can put the paramenters you think are best into into Pegasus'? If that was the case why doen't the agreement say somewhere 'CWU will be responsible for the fair allocation of workload and will determin the correct parameters for Pegasus'???? I'd say it's because RM don't want to play fair and you lot are total mugs for not seeing it.

RM Plc want us to work even harder and longer (for less pay) and this Agreement has NO firm rules about the workload parameters that will be used so RM willl bloody well do what they want. You need to get an Agreement which is hard and fast not wishy washy nonsense that allows RM to do exactly what they want.

Until you do your jobs properly don't expect more than 25% of the votes. You have failed us. Shame on you.

dingo wrote:For the last few years Royal Mail have set their savings based on how productive they think offices are. They have league tables for IPS , prep and delivery.

This is nothing new those who remember the Performance Bonus Scheme in 2000 when savings were made based on effecitve performance which was based on DPMS ( delivery productivity measurement system ) This was ditched in favour of geo route /peagsus and the indoor workload tool or the delivery productivity performance tool.

Royal Mail in the talks tried to leave out about achieving 100 BSI what this stands for is British Standards institute. The reason we believe is that ACAS who were in the talks have wrote guidelines on BSI. What those guidelines state is that 100BSI is achievable providing someone has a full head of work and is full motivated.

Now the top ten per cent of offices vary in terms of what criteria you are using. For example if you compare offices on items per gross hours then the offices with more part timers become more productivity as do those with large numbers of firms.

What this agreement states on page 17 is that first and foremost you have to identify on a like for like basis why there such big gaps in the performance rates. For exmaple most measurement systems are based on averages and theories about the time it should take to do the job, well if an office for example have an higher amount of redirections then another this will decrease the perfromacne levels.

Plus if an office is in the top ten becuase they never record the true hourage ie they come in beofre their time , dont take their breaks and clear due to the fact that they are working more hours and propping up an office when if they worked normal hours the office would fail then protentially this office could be within the top ten offices as managment only record the hours which are within duty time to record items per gross hours.

Now the top 10 have to be agreed and has to be consistant with national agreements and good employment policy and safe working praticies.

Plus if recognises that staff have to be motivated which means you cannot reach the top 10 if you bully as you wont have motivated staff.

I dont think anyone should be scared of this bit , as it has union involvement and ACAS involvement who actually write guidelines on BSI and know you cant expect staff to reach un achieveable figures whilst being bullied.

Look Royal mail also know that for years they have tried the appoach of trying to bully indivuduals to reach 100BSI and it has not worked , instead their are offices at varying degress of producitivty for various reasons.

They now accepted that the CWU will be allowed to influence their measurement systems which means we can test in a live enviorment and we can amend its flaws.

When the union has done this in the past we have normally ended with Royal mail ditching the measurement system ie DPMS was ditched.

I really dont think Royal Mail have a clue as to why there are such a varrience in performance across offices in a postcode area let along acorss the UK and I think even after this agreements has passed there still will be.
Thanks for the response Dingo, dosen't really tell me if i am right or wrong with my explanation though, not much meat on the bones :hmmmm

DOM says that IWT/BSI may prove one thing or another but = THE BUDGET IS THE BUDGET :d'oh! :d'oh!

people need to read the agreement and vote on that. i didn't see any mention ofBSI, its all not surprisingly vague. i asked my line manager about it and his response was a sad tale of what he was going to do to those people who can't keep up. royal mail is a business and you wouldn't expect any business to employ a slacker etc. READ THE AGREEMENT and vote accordingly, that'll be no by the way.
