LTB 1072/09 World Class Mail
No. 1072/09
Ref: L20.12
Date: 8th December 2009
To All: Branch Secretaries
Postal Divisional Representatives
Engineering Territorial Representatives
Area Representatives including Health & Safety
Dear Colleague
World Class Mail
Branches and Representatives will recall that a motion was carried at this years Annual Conference which instructed the Union to withdraw all co-operation with the World Class Mail initiative until a Terms of Reference had been agreed with the Union. For ease of reference the terms of the motion have been reproduced below:
Motion 34
This Conference instructs the incoming Postal Executive that no agreement will be given on World Class Mail until such time that the terms and references have been agreed nationally with Royal Mail.
Following the carriage of the Conference motion, Representatives at the initial Mail Centres and RCDs selected by the business to deploy the WCM programme have been engaged in regular dialogue with CWU Headquarters via Conference Calls and correspondence in order to co-ordinate the Union's policy. Branches/Representatives will also note that contained within Section 4 of the National Interim Agreement circulated in LTB 982/09 specific reference was made to establishing an agreed approach with the business for the deployment of World Class Mail and its associated processes.
It has however become apparent that the business are intent on continuing to move forward their WCM agenda prior to this Agreement being concluded judging by some of the reports we have received from the field.
In view of this and to uphold the integrity of the Union's policy we have no alternative but to reinforce our policy of non-cooperation in all functions/workplaces where the business are attempting to introduce WCM until a National Agreement is in place. Branches should therefore ensure that members are made aware that they should follow the instructions detailed below:
* Do not volunteer to become involved in any World Class Mail Forums/Groups.
* Do not volunteer for overtime or duty changes that are offered in connection with progressing the World Class Mail Programme.
* Do not perform new/additional tasks that have not been agreed.
* Do not perform any tasks that are not proper to their grade for example Processing Engineers should not carry out ROMEC work, Operational Grades should not perform unagreed Engineering tasks.
Where there are any instances of management attempting to bring in Operational changes/tasks under the banner of World Class Mail that abrogate the terms of National Agreements, each specific issue should be dealt with in line with the IR Framework.
Branches/Representatives should ensure that all matters relating to the unagreed introduction of World Class Mail should be referred to the appropriate Occupational Officer for attention.
Yours sincerely
Martin Collins Ray Ellis

Its a MC and RDC method of work. Although its title does suggest some sort of DSA or Tracked type of mailing doesn't it.MoNkEyBoY wrote:Never heard of the WCM can you enlighten me.

Re: World Class Mail
If RM are in clear breach of the Interim Agreement by implementing the WCM programme why is the onus being put on ordinary members not to co-operate? Is CWU HQ determined to ignore/sideline any and every breach of the Interim Agreement occurring for the sake of the current negotiations?
If RM are to be allowed to press on regardless, what chance of them holding to any new National Agreement?

Re: World Class Mail
This is all a very ignorant approach- The Union Do not understand the basic fundamentals of business
Things have to Change, you wouldnt buy a million pound car and let it breakdown 15 times a day like our machines do
Most Minor stops are caused by dust breaking beams, but yet we pay people £30 a week to clean them and the state of them is horrible
TNT never have Minor Stops or breakdowns just a rigourous cleaning scheme
WHY NOT DO THINGS RIGHT????????????????????????? or we will go out of business
We are a cash rich business, meaning we get the money for our service before not after, if we wernt cash rich we be bankrupt because of how bad the service levels are.... When is EVERYBODY GOING TO WAKE UP or we will all be having long lie in's before going the job centre

More like RM and the CWU are on a different planet.
This is dead right-
What other firm would ever allow length of service to be the sole criterion for who operates multi-million pound machinery?

This is dead right-
Only weak management (ex-DO posties) and a dinosaur CWU (also mainly ex-DO posties) as in RM could run a business like this.Things have to Change, you wouldnt buy a million pound car and let it breakdown 15 times a day like our machines do

Re: World Class Mail
Theres a problem in some parts of the company on the figures .
When the mail has been processed through these machines it gives you a chitty and an exact figure on how much has been processed.
Now what R/M management have is a seperate PC system that is giving them a completely different figure the discrepency in some area is as high as 50,000.
The only figures that are wrong are the managers ones not the ones coming out of the machinery why do they allways try to pull the wool over our eyes.
This info came from a rep that operates these machines and argues with his DIM on his figures and what the DIMS got so who do you think is telling porkies.

Re: World Class Mail
I've worked on IMPs since we first got them(over 10 years ago)The main reason they jam is because of the type of mail you put through them, not dusty beams(although dust doesnt help),unless theyre covered in the stuff, the IMP will run fine.If you run an IMP with the A feed(drum) running, with collection mail, then you will have loads of jams.If you use just the B feed then its like running a different machine, just look at the nights machine figures, all the mail is pre processed,so jams are rare.Thats the reason TNT don't have jams, they only run nice Mech mail, not the crap that gets posted in your local postbox! On a different subject, since RM implemented the new "1 pass"outward plan the average shift on an early or late shift is down 20,000 per machine! Not quite the desired effect,im guessingNWMMC Guy wrote:This is all a very ignorant approach- The Union Do not understand the basic fundamentals of business
