I doubt very much there will be the fudging that occurred over Phase 4 by HQ as what little credibility they have left would be lost for ever if they failed to act swiftly. Whether the final Agreement will be endorsed and legally binding on both parties I am not sure, as Roger Poole/ACAS are to oversee deployment only.
Don't forget that there are still a number of issues to be resolved yet - in respect of Indoor and Outdoor Work Tools - for example. Roger and ACAS made it clear from the outset that there will be no Agreement until all the outstanding issues are agreed between RM and CWU. If they do not enforce their own policy then the credibility of the Agreement as a whole is suspect before getting to 'trust issues' between RM and CWU.
At the National Briefing Dave Ward put trust at the forefront and believes that the only way forward is to forge a new trust and working relationship between RM and CWU at all levels.

"there are still a number of issues to be resolved yet - in respect of Indoor and Outdoor Work Tools-" I hope you are wrong on this-
Probably the most important tools a D.O will ever use, Agreement on these is a must prior to a vote Surely

Dave Ward may well put his faith in forging a new trust and working relationship - easy for him to say, he doesn't work for RM he works for the membership - well perhaps I use the term loosely - he's paid by the membership which is not quite the same. Still if this deal does go through there will have to be cuts made to the union hierarchy because they certainly won't have the money to splash about that they have now.
