Later starts - Guidance for CWU Reps (and Members)



Ensure that the IR Framework has been followed. If not register disagreement and request a ballot for industrial action.

Where they have exhausted the IR Framework and intend to implement by executive action request a ballot. (As an alternative and rather than exhaust the framework at Stage 3 it could be registered as a point of principle as the change impacts on national agreements namely SDD, and sent to the respective HQ’s)

Where they want to interview members on a 1-2-1 basis reps should request a presence, our members should do the same. If they refuse this members should refuse to attend. If instructed they should do so but insist that any notes confirm that they are there under duress.

Where 1-2-1 does take place use the separate advice regarding the questionnaire. (Guidance for reps and members regarding Royal Mail’s questionnaire)

Get all units to introduce. 1. No early starters. 2. Taking of full M/R entitlement. 3. No use of private cars on delivery. 4. Full adherence to the Pouch Weight Matrix. (Letter attached which is being circulated to all delivery members’ home addresses from CWU HQ on Monday 16th July. Branches can also hand out the letters to members).

Later starts will have an adverse effect on firm’s deliveries especially where they are tied in with residential deliveries. (Letters attached for circulation to Chamber of Commerce and local firms regarding the worsening of service)

Later starts will have an adverse effect on residential deliveries. Could affect transport to deliveries as vehicles will already be utilised, this could have a particular impact if members stop using cars.

Offices working longs and shorts could exceed the 2pm cut off on the long days.

Later starts will have an adverse effect on Special Delivery items due to be confirmed by 0900.

Later starts will have an adverse effect on collections. Later use of vehicles on delivery could result in a shortage of vehicles for Collections.

Each of the above contravenes condition 21.1 of the licence with Postcomm. Attached letter is being sent to Postcomm and Postwatch. These letters are for information purposes only and not for local circulation.

Later starts will also mean that members will be travelling to delivery in a higher level of traffic congestion than at present as there will be more people in general travelling.

Even where members are using cars later starts could impact on parking arrangements at or near Delivery Offices and in public car parks etc.

Callers Offices may also be affected due to mail (PO Boxes) not being ready for collection.

Any unagreed changes could impact on scheduled attendances which are contracted and require a months notice if there are any changes or cessations as a consequence.


Health & Safety issues.

More mail arriving at once could create storage problems and space deficiencies in some offices. Ensure that ASR’s are involved at all offices to deal with this aspect.

Check to ensure that the timing of all M/R breaks complies with the working time directive. Should not work longer than 6 hours without a break.

Guidelines on Health & Safety issues have been issued separately by Dave Joyce in LTB 639/07 and should be used in conjunction with the documentation supplied by the Outdoor Department.
