I can only assume those 31 dead people were very unimportant people.
The societies of consumption and squandering of material resources are incompatible with the idea of economic growth and a clean planet.
Very simply - the only contingency plan that is effective in the face of industrial action - IS TO AVOID IT !!!!
When will the buffoons who manage our business (and many others for that matter) realise how important it is to look after it's workforce. We should be the best - but our management and owners just won't let us be, and just what is the point of fining us £650 million - who will that benefit? Maybe it will be channelled to failing NHS trusts in the same way that our hidden profits were years ago - or maybe Postcomm will declare a huge unearned profit and pay it's part time clueless panel multi milliom pound bonuses to reflect the level of responsibility they have.

Postcomm already stated last year that they were 'minded to excempt RM for quality service failures resulting from IA for transformational change' (as they already had done for IA in 2007 and 2008). it's obviously to much trouble for the Telegraph and the Mirror to check Postcomms website!
