The last section in Para 3 is one of several which could be used. Bear in mind there is no other agreement on cycle helmets apart from this one. Royal Fail should be concerned that their 'managers' are unaware of national agreements.

I would interprete this as meaning if you use your own bike to or from work. Insurance wise, you are covered by your employee traveling to and from work and therefore if you are using an official RM cycle then I would assume RM would expect you to follow the same conditions as when using them within work time, ie wearing cycle helmet and Hi-Vis Jacket.

Some sort of real clarification is needed on this.

If you look at some of the RM cycle documents that were posted on this site a few weeks ago it is very clear to use a Royal Mail bike to and from work requires High VIs and helemts. It is policy at my D.O and has been for years when ever using a RM cycle to get to and from work you have to use high vis and helmet. The national aggrement does not make exceptions for staff using a RM bike to and from work, if it does then why is absent in the wording of the agreement?

If I were to go to my DOM monday morning and ask to use a RM bike he would give me a form to sign and it would contain a condition of using a high vis and helmet.

Is there a national aggrement on the conditions of use of using a Royal Mail bike to and from work or do we simply work on RM policy?

Have a look in the national aggremnet at Section 5, 2nd sentence I would take that to include using the offical RM bike to and from work

AUTHORITY TO USE A RM CYCLE FOR “OFF DUTY” HOME TO OFFICE TRAVEL

Conditions of Use:

1. RM cycles will not be provided solely for “off duty” travel between home and office. Riders must also use the cycle for delivery operations.

2. This arrangement is at the discretion of Royal Mail and may be withdrawn at any time.

3. The cycle must not be used for any purpose other than direct travel between home and office

4. If the rider is not scheduled to work on the next operational day, the cycle must be returned to the Delivery Office.

5. The rider will, at all times, be responsible for the security of the cycle during the “off duty” period and may be held liable for any loss or damage incurred.

6. The rider must return the cycle to the Delivery Office when requested.

7. The rider must report involvement in any accident.

8. The rider must use protective equipment (hi-visibility waistcoat and cycle helmet) when using the cycle for “off duty” travel between home and office (see section 7 of the National Cycle Policy).

I wish to use a Royal Mail Cycle for “off duty” travel between the two addresses noted above. I agree to abide by the conditions of use and note the requirement that I use a high visibility waistcoat and cycle helmet.

And humblest of apologies to you brother Big Daz, totally slipped the old grey matter memory about this revised cycle policy which I did indeed post. Again though it is just like the private cars on delivery issue, are employees who take their royal mail bike home with them authorised to do so by management and is it documented, signed and retained for audit purposes.

Would have to say yes it could be construed as such, but there again in my original response I was making particular reference to the national agreement at Section 6, lines 11 and 12.

From a safety rep view point, I would suggest and I would suspect that you would agree with, is that in the interest of personal health and safety, it would be wiser if individuals who do take and use royal mail bicycles to and from work adopted a safety and cautious approach whilst cycling, and wore their issued PPE namely cycle helmet and hi-vis.

Those who have signed the appendix B form and those who may in future come to sign, may find themselves in a sticky situation if they dont use PPE.

We could argue just ban them from taking bike home, but RM would no doubt like to apply the CC in line with the national aggrement of course.
