Can only speak for my own office but their is not enough hours in the day to do all they want including IPS packet sorting ect and our office is run on O/T if your offices have staffing issues then you need to work closely with your REPS. The cuts in our office were all done by buy downs and EVR over a number of years and our REP has had success in getting P/T hours increased to a livable wage and duties created. If your overstaffed as One person seems to suggest then they will get those cuts in by the conduct code (their favoured method as its cheap.) EVR and buydowns that and doing longer walks seem to be the only options for your offices but i wouldnt like to be in those offices now! Sorry no help but i cant see a way out for those offices except they are gonna have an even more sh*t time than the rest of us.
What your REP will find linkin when walk sequenced mail arrives is he/she is faced with a difficult choice.
Have your P/T staff returned to contracted hours OR agree to increased absorbtion.
Royal Mail have a target to save 20mins per 1000 items of WSM entering your office.
So if you recieve 30,000 items of WSM thats 10hrs savings to be made per day or 3 shifts to absorb or 5 P/T staff losing 2hrs.
This is not a case of offices who are overstaffed but what RM want for the future.
I don't like it but contact your branch and you will find out just how limited your choices will be.
at our office it looks like we finish ips early every day, what the dim seems to overlook that he is giving overtime to his cronies from 4 oclock every day in order to get the sorting done .That how our office sticks together...i think not!

Depending on the structure of your D.O. it is unfortunately possible for RM to send you out on absorbtion and then bring you back for your break and then send you out for 3.5 hrs.
There is NO protection in P&M2007 for TOTAL delivery span only continous delivery span.
The 3:5hr delivery span is and has always been total span. This nonsense about it being "continous delivery" is a management argument that has no foundation in reality.
The exact wording is planned on a 3.5 hour basis, therefore doing a 3.5 hour delivery then havin a break then doing some more within your duty time could easily be classed as being outside the spirit of the agreement but not the letter.
That is how managers interpret phase 3
I would suggest that phase 3 would not pass a plain english test, lets hope the new national agreement passes the plain english tets assuming the CWU PEC keep to offical CWU policy that is!!!

Why not have PT duties with smaller delivery to match their smaller contracted hours. Make this a set figure in the style of SDD.
40 hour contract is 3.5 hours for FT
?? contract is ?? hours for PT
This may suit a small office Daz but in our office flexibility is needed to allow full and part time reserves to cover any shift.
That is why all our walks are roughly the same delivery span.

I have asked in the past, told it would take too long, but pegasus was around 10 months from the planner coming in to implementation. Could have done a outdoor revision quicker!!!!!

Nothing ambiguous in that statement 3.5 hour span end of story.
In my area the area delivery rep had a agreement that said outside absorption was to be within the confines of the 3.5 hour delivery span.
Since then RML in my postcode area have pulled out and said that deliveries would continue to be planned as 3.5 hours from first stop to last stop on the delivery frame but if outside delivery work absorption took you over 3.5 hours but there was time within the overall duty hours to do that then that was acceptable. How do RML come to this conclusion? Simple, phase 3 makes no mention of delivery span with regards to outdoor absorption just hours of attendance. In plain english RML senior managers in my postcode area were creative with phase 3.
My belief and you can slag me off to high heaven if you wish is that the wording for delivery absorption that my area delivery rep managed to achive would have been useful in the national agreement.
Trust me I do everything required of me as laid down in the branch rule book, as I said previsouly you will get no argument from me if you think the role should be expanded or altered. Just have to wait and see if my replacement has any ideas for doing that. Although without release there is not a lot more that can be done. The role of political gets release for branch committee meetings which are 100% for the internal adminstrative and financial affairs of the branch. No local reps there at all!!! No discussion of Royal Mial's antics out in the field!! No industrial stuff at all!!!! Even getting RML to grant release can be a uphill struggle and thats for release where the union pays!! Other than those meetings the political officer gets diddly squat in release time, nothing at all!!!!
What you have described sounds very much like the role of area delivery rep, a role which gets full time release paid for by Royal Mail with travelling expenses paid for by the CWU.
The branch model constution/rulebook outlines the tasks that officers of the branch are expected to undertake. I suggest you look up political officer and while you at it , Womens officer Youth officer, retired members officer and equality officer as well.
With all due repesct Linkin those tasks that are laid out for political officer and what you seem to want the political officer to do, dont match up. That is not my fault.
I dont decide what the tasks are, they were decided a long time ago at HQ level and way before I became a political officer.
