A friend at my office has made a misdelivery to the same address twice in a year resulting in a repeat complaint and as a result the manager has taken his duty off him. Now something tells me he is supposed to offer him some councilling or training if needed. He also got 2 years on his record. Is there any document on the official procedures for managment to follow in a case like this?

Thats a bit of overkill. If we have repeat mis deliveries complaints the Manager raises a warning card and he gets the duty holder to take the addresses mail to him before bagging up.
