when I am in that position, I usually hold the bag open and ask them to drop it in so I don't have to handle the mail and they are not offended, its a way round it.

The rule as I understand is to cover your self, if they give you a letter and it goes missing the investigator will ask where did you post it ? if they say I gave it to the Postman, the focus would be on you.
