I don't think they are delivered by RM in London now.
When I renewed mine it was sent by SMS (Special Mail Services) - a private courier.
It was impossible to get it delivered when I was at home, or for me to collect it from
their depot which was on the other side of London.
It was returned to the Passport Office, and I managed to get them to send it by RM
Special Delivery, so I could collect it from my local DO.
The missing passport shown on the Watchdog programme was delivered by a courier, not RM.
It seems their proof of delivery is by taking a photo of the gate or door it was posted through -
they don't get a signature from the recipient.
