BRITAIN’S top policemen have told forces across the country to be ready for widespread violence sparked by this week’s postal strikes.
Guidance issued by the Association of Chief Police Officers warns that the dispute could prompt scenes not witnessed since the miners’ strike and the Wapping dispute of the Eighties.
Each police force has been told to plan for large-scale riots.
A spokesman said: “It is important that we keep the public safe as well as always preserving the right to protest.”
The warning came as it emerged that Royal Mail is ready to recruit 30,000 temporary staff to break the strike.
Business Secretary Lord Mandelson said it was essential that the postal system be kept going. But yesterday both sides appeared to toughen their stance. Unions and management will meet today but there is little sign of strikes planned for Thursday and Friday being called off.
Lord Mandelson defended hiring the replacement staff, saying he was “beyond anger” with the union for obstructing change and modernisation.
He said: “This is a matter of life and death for the future of the Royal Mail.
“This national strike will drive away yet further customers and further business, possibly never to return.”
But Billy Hayes, leader of the Communication Workers’ Union, said of the stand-ins: “It’s a stupid move, more than anything else. It’s something that’s not going to help resolve the dispute. It’s going to inflame things.”
Liberal Democrat leader Nick Clegg backed Royal Mail’s move and accused union leaders of “putting the whole of the country to hostage”.
Royal Mail makes a profit but faces a £10billion hole in its pension fund and wants to make redundancies. If it is to get new investment, ministers say, savings will have to be found.
GMB union leader Paul Kenny said: “There are strict laws that forbid employers and employment agencies using agency staff to break a lawful dispute. It is the job of Lord Mandelson’s department to enforce those laws.”
On Thursday, CWU workers at distribution centres will strike. On Friday, postmen and postwomen will strike.
Royal Mail is suspending its guarantee under which customers pay extra for delivery before 1pm the next day.
Chief executive Adam Crozier said: “We are continuing to urge the union to halt its appalling and unjustified attack on customers. At the same time, we are absolutely determined to do everything we can to minimise delays to customers’ mail.
“Every year, Royal Mail recruits thousands of additional, fully vetted, temporary staff as part of the operation that successfully delivers the Christmas mail. This year we’ll have twice as many people on board, and we’ll have them in place much earlier in the autumn.”

They'll plant some evidence on some bus drivers to boost the figures and give the local Salvation Army officer an ASBO. Meanwhile, a mugged pensioner will get a crime number and the promise to send someone around later because "we're very busy just now!".
