USA - Postal Service Says Workers' Time Sheets Altered

Managers at three southern New Hampshire post offices manipulated employees' time sheets, causing some people to be underpaid, the inspector general of the U.S. Postal Service said.

The inspector general's office launched its investigation last spring at the request of Democratic U.S. Rep. Paul Hodes, who was asking on behalf of the National Association of Letter Carriers.

"This is a clear and deliberate violation of workers' rights," said Hodes. "New Hampshire families have suffered as a result of this scheme, and these hardworking postal workers deserve the wages that they have earned. The Postal Service should immediately reimburse these workers for the wages that were taken from them."

The union members who approached Hodes felt managers had altered electronic timecards to avoid paying overtime and falsifying work hours at the Milford, Manchester South Station and Manchester West Station post offices.

The inspector general found that managers had manipulated the timekeeping system.

The changes were made at the Milford Post Office from December 2002 through December 2008, said the Oct. 15 letter to Hodes from Deputy Assistant Inspector General Lance Carrington.

"These changes resulted in the removal of straight time, overtime, night differential and penalty overtime causing employees to be underpaid," the letter said.

At Manchester South, the changes were made from December 2007 to June 2009. At Manchester West, they took place from December 2006 to June 2009. "These changes resulted in the removal of night differential and overtime causing employees to be underpaid."

The inspector general widened the investigation to include the post offices in Somersworth and Salem. There, the timekeeping systems were changed, resulting in a misstatements of work. It did not say workers there were underpaid.
