I thought everyone who took out a redirection got a letter sent to the old address which states on it 'Deliver as addressed - Do not redirect', so maybe these people got the letters but didn't do anything about it

thats true but when we get the missorts in the afternoon at our mail centre we send back at least 7 of them that have been redirected so it does make you wonder

You know, none of this makes any sense. For Royal Mail this is supposed to be a lucrative earner, and as such they should be serious about security. How is it possible then for the seemingly bucket-loads of criminals to be able to redirect anyone's mail.
If it's so easy to procure another person's identity before using this service then the security checks that Royal Mail put in place must be made all the more secure, but since watching that program I'm unconvinced that there is an adequate system in place.
The Data Protection Act; who is it supposed to protect? I mean, you get this daft situation where a customer, who is a victim of this crime, is unable to cancel or find out where their mail is being redirected to. How stupid is that?
