There is no way TNT, DHL etc would ever have entered this market unless they had been given cast iron guarantees that Royal Mail would be prevented from competing fairly against them. No company would invest to the extent those guys have if they knew they would be in a fair fight with Royal Mail because Royal Mail are bigger, richer and have a monopoly on the infrastructure necessary to do the job. In a fair fight Royal Mail would always come out on top.
Only by getting assurances that Royal Mail would have their hands tied behind their back would these parasites agree to "compete". There has been collusion from the outset.

Surely this is why TNT want a piece of RM? If only for the collection infrastructure. The delivery infrastructure is mostly in place (most, if not all of the parcel delivery companies have large enough depots to support this.) Why else would the government pay someone £3.5m to run a business of which they are the major shareholder into the ground?
