The tactics are revealed on an internet discussion forum used by Royal Mail workers.

They include abuses of "cutting off", when delivery staff go home before completing their rounds, and "pouching off", when postal workers put undeliverable mail back into pillar boxes.

It comes as rolling strikes across the country by 20,000 members of the Communications Workers Union (CWU) have left backlogs of tens of millions of items of mail undelivered in sorting offices.

Some addresses have been left without mail for ten days.

Royal Mail delivery drivers yesterday staged a 24-hour walkout, starting at 4am, in locations including Birmingham, Bridgend, Carlisle, Coventry, London, Northampton, Warrington, Glasgow, Swindon, Bristol and Leeds, the CWU said.

Staff also took action in Rochdale and at a number of delivery offices in south-west London.

Members of the CWU will start voting on Wednesday on whether to back a nationwide walkout, with the result expected on September 30 – while Labour is holding its annual conference.

The strikes have been held on a rota basis, meaning that at that at least one part of the national system is always at a standstill. This minimises the loss of pay for those involved while maximising the disruption.

The strikes are due to continue into next week and the union is now calling for a full-scale national strike.

Staff claim that job cuts and changes to working hours and other practices are being imposed by Royal Mail. They accuse Royal Mail of provoking the action by 'bullying' staff over its cost-cutting modernisation plans.

But the company denies this and insists the cuts are vital to stave off losses. It also wants to end costly Spanish practices dating back to the 1970s.

Some of the tactics discussed on the 'Royal Mail Chat' website are specifically related to the current industrial action.

One worker describes a recent "phantom strike" at a south London office which was called off at short notice after a contingent of managers were drafted in to carry out the work.

By returning to work, the workers were able to receive pay for the day while maximising disruption for managers.

However, the union deny this version of events and say Royal Mail were told that the action was not to go ahead but did not pass this information on to managers.

Staff using the site also discuss the controversial practice of "pouching off", which involves postmen putting letters and parcels they are unable to deliver back into post boxes.

Some workers on the forum are concerned that other members of staff are abusing the practice.

It comes after a recent incident where a householder in north London filmed a postman "pouching off" twice within the space of two hours, and posted her video on the YouTube website. The postman was cleared by a Royal Mail investigation.

Other practices include "cutting off", where a postman tells his manager that he cannot complete his round before the scheduled end of the day and leaves some of his mail undelivered, and "job and finish" where a postman goes home early if he finishes his round before the end of his scheduled day and yet is still paid until the end of the day.

According to Royal Mail, the latter is particularly common in London, where a "significant" number of postmen complete their work up to two hours early. It is currently seeking to force these staff to deliver to extra streets.

One worker boasted on the chat website how he wasted time by filling in "739" forms – which tell a resident who is not at home that they have a parcel to collect – while still at the sorting office, rather than on the doorstep once once he had checked whether the recipient was at home.

He said he did this to waste sorting time and that if more staff did the same, they would later be able to "cut off" their deliveries, creating more problems for the management.

Other tactics include 'strategic sickies', where staff cause maximum disruption by phoning in sick the day after a strike when the workload will be particularly heavy; refusing to deliver to addresses with the slightest safety risk; and refusing to cross demarkation lines.

For instance, delivery drivers will not help sort in the mail centre, even when there is no driving to be done.

Martin Walsh, from the CWU, admitted that there were some abuses among members.

"There might be some breaches by our members, but we don't believe there are major problems with abuses of 'cutting off' and 'pouching off'," he said. "Changes are being imposed which make it harder for postmen to complete their duties."

A spokesman for Royal Mail said: "We are tackling abuses of working practices."

The thing that surprises me about these journalist reports - is that none of them seem interested in where the £600m from the government has gone! The money that was given for the new technology - that still hasnt been installed even though the money has been spent. You think that any intelligent journalist would have been curious of that. Seeing as its tax payers money and this year so much money has been wasted on fat cats.....Investigate THAT Jasper
