Probably is referring to:
What minimum rest period should there be between each working day?
Most adult workers covered by the Working Time Regulations are entitled to a rest from work of at least 11 hours in every 24 hours. However, in some cases defined by the Working Time Regulations (1998) the rest break can be delayed as long as compensatory rest is allowed later on.
Young workers aged 16 and 17 are entitled to 12 uninterrupted hours in each 24 hour period in which they work.
Some workers, including seafarers, air cabin crew, drivers and mobile rail workers, are covered by different rules on working time.
What is my entitlement to a daily rest period?
As an adult worker, you are entitled to an uninterrupted rest period of not less than 11 consecutive hours in each 24-hour period.
The provisions regarding daily rest periods do not apply where a worker's working time is unmeasured.
Derogations from the Regulations rule may be made with regard to shift work or by means of collective agreement or workforce agreements. However, in all cases, (except for workers with unmeasured working time), compensatory rest must be provided.
Special arrangements exist for night workers and there are more generous entitlements for young workers.
Mobile workers in road and rail transport have different rules. They must be given 'adequate' rest.
"Today’s workplace has become heartless and soulless. Employees are seen as units of labour, automatons, functionaries, objects for achieving designated tasks, and as costs to be minimised."

Perhaps he believes the time spent leaning on Yorks and drinking coffee counts towards the 11-hour rest ?brothermagrew wrote: Most adult workers covered by the Working Time Regulations are entitled to a rest from work of at least 11 hours in every 24 hours....
