(1) Yes there are the old FSMs which just sort flats and large (C4) letters. The difference in missort levels is down
to who is coding the letters.Coding is not done by a computer as with mech letters, but have to be read and
processed by a human operator. More experienced (probably ex-PHG) operators would know the sorting better
than the less experienced or inadequately trained operators.

(2) The old FSMs are used to sort flats and C4 letters, the new Tops2000 FSMs can also be used to sort small packets
and more bulky items like magazines. Those are the ones that have the sticky bar codes attached - often covering
the address. :d'oh!

we have 2 ocr and 3 lsm in our office, and we are losing mail to other mail centres, so its not looking good for us.
