Royal Mail Industrial Relations Update On Emergency Motion 3
Further to LTB 554/09, the Postal Executive, yesterday, considered next steps on moving forward Emergency Motion 3.
Before reaching any decisions, we considered a letter from the HR Director, which was a formal response to the Union’s offer of a 3 month Moratorium. We also took into account recent Government developments.
Although Royal Mail’s letter appears to reposition Phase 4 of the Pay and Modernisation Agreement, this is insufficient as there is no commitment, whatsoever, to a Moratorium. Furthermore, the Executive received reports from the relevant National Officers that management were continuing to up the anti through increasing levels of executive action, attacking our members’ jobs, pay, terms and conditions.
Given the aforementioned, the Postal Executive have agreed that the we will respond to Royal Mail, seeking further clarification of their position and once again urge them to engage in a period of calm, where both parties can undertake meaningful negotiations to bring forward the successful transformation of Royal Mail.
In response to Royal Mail’s continuing attacks on our members’ jobs the Postal Executive had no alternative other than to agree the following course of action.
1. We have notified the company of a rolling functional programme of strike action covering all London offices on the 8th, 9th and 10th July.
2. We have agreed that a national day of action will take place on the 17th July. This will involve co-ordinating industrial action across the UK for all offices who have already returned a yes vote for industrial action. To ensure all offices can participate in the national day of action we have further agreed a number of other measures, not involving industrial action. These will include working safely and a range of visible activities that will bring the public’s attention to our case.
Full details of the national day of action will be sent out in due course and a divisional reps conference call will take place to co-ordinate these activities.
In the meantime, in conjunction with the Communications Department, we have attached some flyers and posters that Branches may wish to use in moving forward their local campaigns.
Further communications are being prepared to fully advertise the national day of action on the 17th July.
In proceeding with the above mentioned, the Postal Executive has unanimously agreed that the decision to implement a national ballot will be kept under review.
Please convey to all our members that the Union remains determined to resolve these issues through negotiation and that we will continue to make the point to Royal Mail that it is impossible for company to move forward while it alienates the workforce and imposes change by diktat.
We will seek further clarification from the company today, making it clear that all industrial action can be avoided, if Royal Mail picks up our offer of a 3 month Moratorium.

Thanks BIG DAZ for posting this so how meny offices have currently had ballots in favour?. And which office's are those?. But this is welcome news for all.
