Current Media Coverage - QofS Scam
No. 552 /09 Ref: 230.03 Date: 25th June 2009
To: Branches with POSTAL Members
Dear Colleague
Current Media Coverage
Branches will be aware of the recent publicity surrounding certain Royal Mail managers which we have raised with Royal Mail at the highest level. In our view this calls into question their whole approach to quality, budgets performance and their modernisation programme.
It is no coincidence that we have brought to their attention on numerous occasions our doubts about how quality was being measured and the levels of performance that were being imposed on our members, particularly in delivery.
Branches will be aware that we have been striving to reach agreement with Royal Mail over their use of Georoute and the Indoor Workload Tool (which incidentally emanated from management in the West of Scotland) under the Royal Mail term of Delivery Best Practice (DBP) which does raise concerns about what Best Practise really means.
Without doubt these measurement systems are geared to deliver results for Royal Mail, not in terms of quality but in terms of savings and meeting budget targets, which is the essence of our dispute with them over their use and application. It is fair to say that these systems have been corrupted to meet their requirements with our members bearing the brunt of management frustration due to their unsustainable performance levels, which in reality means they have planned for failure resulting in our members coming under increasing pressure to complete deliveries which has on many occasions bordered on bullying and harassment.
We will continue to pursue our objectives of agreeing fair and accurate measures of performance for our members that are achievable and sustainable which will allow our members to complete their duties on time, thus providing the quality of service that the public demands and deserves.
It has been apparent for some time that the quality figures we all saw were not an accurate reflection of what was going on on the ground. In fact it was a far cry from the reality of failed deliveries and cut offs which were brought to the attention of senior managers on many occasions only to fall on deaf ears. Their position was the figures don’t lie.
We have also very recently learned of the bonuses now due to be paid to managers for achieving their targets, all achieved under the circumstances outlined above. We will allow you to draw your own conclusions on the fairness of a system that allows people to earn lucrative bonus payments on the backs of our hard working members who in most instances received nothing for their efforts, yet were led to believe cooperation and the delivery of flexibility would reward them in the end. Once again a false promise from Royal Mail to those who really matter when it comes to delivering the mail.
This is an issue that we will not allow to go away. Please bring this to the attention of our members and assure them that the Union will continue to do all it can to bring about change through negotiation and to bring fairness and reward to the workplace for all our members.
Any enquiries to Dave Ward’s Office, quoting LTB 552/09

Any enquiries to Bob Gibson’s Office, quoting reference 230.03

throw back to the " amoral " 90's , spiv culture , all those naughty boys calling senior managers and executives spivs , shysters and charlatans in 2007 , very insultingBELIAL wrote:![]()
Thats a cracker, well put. Course with potential fraud on this scale and at this level how can there be trust of any kind in a single one of RM's figures. Lets not forget the words of RM's official auditors ,we cannot guarantee that these accounts represent a true and accurate assessment of RM's trading position, these accounts fail to meet internationally accepted rules of accountancy practice, Ernst and Young I believe
the good ship RM is starting to sink due to torpedo damage , no wonder senior managers are looking for exit strategies

So where d'yall see this heading?
I mean it aint on Sky or BBC news yet, but this is akin to the culture that exists within banks, the government (expenses) i.e - screw the public, as long as the top dogs are getting huge bonuses!!
I hope all the other number fiddling regarding traffic is put under the spotlight as well.

I hope all the other number fiddling regarding traffic is put under the spotlight as well.Funny /weird isn't it, not a story about an operator misplacing a list, a story about senior management possibly committing criminal acts and at the very least obtaining what is ultimately public money by fraud and deception.
Simply not newsworthy, now what did that chap once say about the dominant culture/media of the time
