Anyone know whether he's bothered to pay his Road Fund License yet?
If not, have they impounded his car, and threatened him with a £1,000 fine (I think that's the right amount) yet?

Postman is referring to a liberal party councilor on Liverpool City Council Steve Radford rather than the MP for Withington who is Liberal Democrat.
The liberal party is miles apart from the Liberal Democrat party in policy terms and on the political spectrum.
