well an ulr is a unioin learnin rep who is trained in delivering accredited coures for the most part which are free anyway i wont go into it as someone has already posted the link for a website that will explain it to you the ulr has probably better rights as a rep although we dont do anything relating to IR .but we are fullyfledged reps . remember the trade union movement was built upon educating the ordinary worker so we really arent that new
