Postcomm has today published its decision on the Sustainable Mail Retail product. [Decision Document Link]

Royal Mail wrote to Postcomm in October 2008 about its proposal to launch an environmentally friendly retail product Sustainable Mail, and sought clarification about how the product would be treated with respect to its price control obligations specified in Condition 21 of its licence.

Postcomm published its consultation on this issue on 3rd February 2009, in which it proposed that Condition 21 should be modified to enable Royal Mail to provide Sustainable Mail and maintain a minimum level of headroom, as determined by the existing Condition 21, between the Sustainable Mail Access products and the Sustainable Mail retail products.

Postcomm’s decision today sets out that the licence modification to enable the Sustainable Mail retail product will come into effect upon receipt of confirmation in writing from Royal Mail

(a) that either –

(i) the stipulation for access users to provide items in trays as part of the discount for the Sustainable Mail Access product (Intermediate level) is removed; or

(ii) a stipulation for Sustainable Mail Retail (Intermediate) customers to present mail in trays is introduced, and

(b) that Royal Mail consents to the proposed modification.
