RM's application to deregulate certain packet products

Postcomm has written this week to Royal Mail, confirming that Royal Mail’s recent application to deregulate a number of packet products will not be considered.

The application, submitted by Royal Mail on 20 November 2008, requested that current price controls (Condition 21 of its licence) be removed for some packet products and product formats. The application was based on Royal Mail’s view that competition in relation to these items is sufficiently developed to protect the interests of users of packet products. The application did not include the universal service products used by customers when sending parcels and packets at Post Offices.

After reviewing the application, Postcomm has decided that it does not contain sufficient information of good quality, which is required under Royal Mail’s licence, to allow Postcomm to consider it.
It is now for Royal Mail to consider whether it wishes to resubmit an application to Postcomm, bearing in mind the requirement for sufficient information of good quality.

Royal Mail also asked Postcomm to remove the requirement for it to provide notification of changes (under Condition 7 of its licence) to those packet products from which the price control is removed (if there are any). In addition, Royal Mail sought an exemption from Condition 7 for two additional packet products: Royal Mail Tracked and Mail Order Returns, which are not currently price controlled.

It seem clear to me that postcomm has put competition before the USO and as such we all look forward to an inferior postal service for all.
