A quarter of my delivery this week is flats. So I leave the HCT for about about 1 hour and the lid won't even lock. No chain or anything, my dom when i questioned him, told me to try and keep an eye on it. First time using it without training. How can we keep mail secure, when were not given the proper equipment? Does a brick on a rope come with all trolleys, or is it just mine?

And just how the heck are you supposed to keep an eye on it, when you are either in a lift or traipsing up umpteen flights of stairs to deliver flat residents mail. To answer direct, and in which you have already like Sherlock deduced the right answer, you can't keep the mail secure when you are not given the proper equipment, or more correctly put working equipment that is unfit for purpose.

If the lid won't lock then it is not fit for purpose and should be removed from operational duties until such times as it is fully repaired. Start ruffling your safety reps feathers about this issue but do it in a dignified way (dignity and respect). A chain and padlock wouldn't help either if the lid is unlockable. 1 hour is an extremely long duration of time to leave any HCT unattended and out of sight.

And yes as has been said many times before on RMC you must be trained before actually using it. See CWU Lighten the Load booklet in the downloads section.

In respect to pouch on bike, I read, now I can't remember where but it was official, that the pouch can be left on the bike for upto a minute if out of sight of the postman so long as he/she is not too far away. A bit vague sorry, anyone know what I read? :confused

Utter rubbish, say for example this one pouch that you have on your bike contains 4 or more special delivery items and the street you are delivering to at that particular time has no SD items for delivery. Then you are going to leave them unattended along with our items of mail in said pouch for up to a minute or more. Aye right!

Take your pouch (bag) with you at all times and properly safeguard the paying customers mail.

I'm sure this isn't utter rubbish as I read it somewhere!!! I'll see if can track it down. I'm not saying that it is common sense...just the guidlines. I think 'out of sight' suggests behind a hedge or in a porch...not up three flight of stairs. :wave

Fair doos then opgpat,

If you can indeed produce or track down these guidelines that you refer to, and put them up on RMC, then I'll be the first to offer you an unconditional apology :wave

OK found it.

goto
http://www.cwunortheastdivision.org/Nat ... ements.htm" onclick="window.open(this.href);return false;

Open 'Security standards for safeguarding mail on delivery:' near bottom of page.
In there you will see on page five a table of security standards for cycle delivery.

It states that in a normal risk area a ' Delivery officer may be temporarily out of sight for up to 1 minute at a time' of a pouch of mail left on a bike no more than 15meters away. Other variations are, you can be upto 50m away and out of sight for no more than 1min while leaving mail in a closed panier on the bike with a locked wheel. Or you can be out of sight of same bike with mail in a closed panier for upto 5mins if said bike is chained to an immoveable object eg post. So a few options there and all seem reasonable. What is high risk and normal risk though?

AIUI The walk itself should be risk assessed by Management on a regular basis, along with CWU involvement and then the whole walk is given a class of risk.

High
Medium
Low.

However we don't use HCTs or even bikes here so not sure what the exact details are.

Top post brother opgpat :Applause :Applause and from me, unreserved humble apologies :pray :pray for casting doubt on your posting. However, you will also see on rereading the security standards for safeguarding mail on delivery (cycles) - under the tables headed Normal Deliveries and High Risk Deliveries on no less than 5 or 6 times their is particular reference to the general term 'take pouch' . To which I was advocating in my posting :angel .

Regardless of what the RM Security Standards are for Safeguarding the mail - do you in all honesty think that any RM manager will act with kindness towards any employee who gets a pouch nicked from his or her bike? Will it become a Conduct Code issue?

High risk I would suggest is where there is a greater risk of actual theft occurring due to possibily previous happenings of mail being nicked from bikes within a certain catchment area.

Tis good to eat humble pie now and then and a lesson that others on RMC should consider. Debate the issues purely on fact or sound reasoning and less of this aggressive and argumentative slanging matches that whilst entertaining doesn't really solve out.

Good on yer bro :wave :wave

lol, no worries Magrew, apology graciously accepted. We all jump to conclusions and get wound up sometimes, me included. :wave

In terms of dealing with a theft from a/of a pouch from a bike I'd think any employment tribunal in the land would look at these guidlines and say yes they do say u can leave the pouch so the employee acted in accordance with proceedure. It does indeed say take pouch often but in specific circumstances acording to RM it can be safely left on bike! So long as u follow the rules you'll be OK. Probablly!

cheers, an d lets bash the bad guys not each other people.

The thing is an employment tribunal probably would but it's a long time out of work in these hard times just don't give the gaffas a chance for your own sake of five minutes saved for thier bounses!.
