I would think a stepped introduction of a 35 hour week with all breaks as per the WFA of 2001 could be achieved and give the business a platform for stable cost's over the next 4 to 5 years ie no payrise's for 4 to 5 years and this would also so come with the keeping of the 3.5 hour delivery span!.
