Imagine what the callers office would look like today and how big the rounds would be if no one had invented the letterbox yet?.

When I can't get access while doing my parcels, I write out the docket, take it back to the office, write on the top "unable to leave docket as no access" and get the postie to deliver it in the morning with the rest of their mail. usually after a week i leave the mail in the frame for collection if i cant gain access eg broken buzzers
if its a heavy stair then it depends how much mail is there
however i leave notes on the door from day 3 or from day 1 ifits obvious the buzzers are broken
