Well I've seen somewhere that the 10% saving was ALL COSTS not back office as suggested - I would imagine that a 10% saving on back office expenditure would mean jack s**t in overall costs. More especially so because much of the "back office" costs have been shunted out to private enterprise. What should be looked at is the "preferred supplier" system which means you can only get certain people to do the work you want doing at whatever price they choose to charge - one example in my DO was 3 contiboard shelves about 6 feet long plus 3 brackets per shelf and an hour and a half labour - and this was about 5 years ago - price £580 PLUS VAT. As far as I'm aware the system hasn't changed. The provision of vending machines and catering should also be looked at.
