In my mind if you're a manager and you see someone finishing this early then you have to ask questions and if required change the duty to give them more to get them nearer there finish time. Like everything else they aren't changing it till the revisions come in. I have to say most posties in our office are struggling with thier duties and it's the minority that are finishing early but obvoiusly that reflects on the whole office.
