The Business and Enterprise Committee has arranged this hearing to discuss the findings of the Hooper Review, first with Richard Hooper, Chair of the Postal Services Sector Review Panel, and subsequently with Billy Hayes, the General Secretary of the Communication Workers’ Union. Watch from 10.30am.

The Government established an independent panel to review the UK postal services sector on 17 December 2007. The Panel was chaired by Richard Hooper CBE; its other members were Dame Deirdre Hutton and Ian R Smith. The review reported on 16 December 2008, concluding that "The only company currently capable of providing the universal service in the UK is Royal Mail. But it is much less efficient than many of its European peers and faces severe difficulties."

It recommended a strategic partnership between Royal Mail and one or more private sector companies with demonstrable experience of transforming a major business, ideally a major network business; that the Government should tackle the historic pension deficit, to enable the company to reap the benefits of modernisation; and that a new regulatory regime is needed to place postal regulation within the broader context of the communications market, in which responsibility for regulation would pass to Ofcom.

The Committee will use this opportunity to discuss some of the review's proposals and their implications.

Every credit to Lindsay Hoyle MP for Chorley who wasn't taking any of Hoopers bull and was very critical of the failings of the report.

I have been very critical of the leadership but I have to say I was very impressed with Dave Ward and the researcher, whose name escapes me - I was a little less enamoured with Billy Hayes who tended to lose the thread of what he himself was saying.

They did actually have a better grasp of what the situation at shop floor level is than I gave them credit for.

BUT and there's always a but we have seen the problems we are facing from a long way away and yet we don't seem to have a coherent plan to deal with them.

Would strongly urge all interested parties to actually watch this 2hrs 19mins video and audio of the postal services evidence session. Hooper on first then followed by Billy Hayes, Dave Ward and another representing CWU. An eye opener to say the least.

Hooper is a bullshite* a complete understudy of our first minister you can see plainly who's pulling his strings the paymaster gordy himself and no doubts as to mandys 'prefered option' it's a no brainer to see why Hooper was instaled............... yes before mandy got 'back' the 'old boy network' again in action.Makes me wonder if he was also a mars salesman at some point ?

Unfortunately I have to agree, sometimes he seemed to not finish sentences or go off at strange tangents. However, I think Dave Ward and Jeremy Baugh rescued it and put forward their points and therefore the Unions in a professional and well though out way.

I wonder if Dave Ward will be looking at Billys Job soon - he would have my vote at least.
