Cornwall Area Plan - Outreach service for St Clether confirmed

Post Office Ltd today confirmed that a home outreach service will be introduced in the village of St Clether.

The new service will replace St Clether Post Office following confirmation in September 2008 that the existing branch would close under Post Office Ltd’s area plan for Cornwall,

The home outreach service will allow customers in the community, who register for the service, to order Post Office products and services and have them delivered direct to their home or to a local drop in session at a location and time which would be confirmed when an order is placed.

The standard range of products and services are available through the home service. Customers can collect benefits in cash using banking services or the Post Office® card account.

Tim Nickolls, Network Development Manager for Cornwall said: "The home service in St Clether offers a convenient way for customers to continue to access Post Office services locally. We’ve had to make changes in order to put the Network on a more stable footing for the future and achieve this in a way which best meets the demands and concerns of its customers."

In May 2007, following a national public consultation, the UK Government announced a range of proposed measures to modernise and reshape the network of Post Office® branches and put it on a more stable footing for the future.

Post Office Ltd has now commenced a Network Change Programme to implement the measures prescribed by the Government. Under the plan, 2500 branches across the UK will close and 500 outreach models will be introduced.

Each Area Plan proposal supports the achievement of the national accessibility criteria set by the UK Government.

The UK Government criteria:
Nationally:
• 99% of the UK population to be within 3 miles and 90% of the population to be within 1 mile of their nearest Post Office® branch.

• 99% of the total population in deprived urban (deprived urban - the most disadvantaged urban parts of the UK based on the Indices of Multiple Deprivation - top 15% Super Output Area in England, 15% of Data Zones in Scotland and 30% of Super Output Areas in Wales and Northern Ireland) areas across the UK to be within 1 mile of their nearest Post Office® branch.

• 95% of the total urban (urban - a community with 10,000 or more inhabitants in a continuous built up area) population across the UK to be within 1 mile of their nearest Post Office® branch.

• 95% of the total rural (rural - a community not covered by the definition of urban above) population across the UK to be within 3 miles of their nearest Post Office® branch.

• In addition for each individual postcode district 95% of the population of the postcode district to be within 6 miles of their nearest Post Office® branch.

Post Office Ltd today announced its decision on the future of Wilkin Post Office, 94 Hednesford Road, Brownhills, which was proposed for closure under its plan for Herefordshire, Worcestershire and the West Midlands.

The proposal to close the branch at Wilkin was made following Post Office Ltd’s decision not to proceed with the closure of The Butts Post Office branch.

After reviewing feedback received on the proposal, during a period of public consultation which ended on 22 December, Post Office Ltd has decided that Wilkin Post Office will close.

Post Office® services in the area will be provided through a network of branches, which supports the national accessibility criteria introduced by the Government and ensures that more than 99% of the area’s population will either see no change to their existing branch or will remain within one mile (by road distance) of an alternative branch.

Mark Partington, Post Office Ltd’s Network Development Manager for Herefordshire, Worcestershire and the West Midlands said: "We appreciate that the decision to close any Post Office® branch will be unpopular. Nevertheless, Post Office Ltd had to make the decision to close some branches in order to put the Network on a more stable footing for the future and achieve this in a way which best meets the demands and concerns of its customers."

The decision has been reached after consultation and Postwatch, the consumer body representing Post Office® customers, has verified the correct consultation procedures were followed.

Post Office Ltd today announced its decision on the type of service that would replace Yatton Keynell Post Office branch following a six-week consultation into a proposal for a mobile outreach.

The proposal follows the decision by Post Office Ltd to close Yatton Keynell branch and introduce an outreach service under the West Berkshire and Wiltshire, Network Change Area Plan, which concluded in 2008. The programme was aimed at modernising and reshaping Post Office Ltd’s network of branches.

Post Office Limited considered feedback received on the proposal to replace the existing branch with a Mobile Post Office. The concerns centred on the location proposed for the mobile service, the hours that would be offered and the impact on the associated business.

Post Office Ltd will now trial a new service called Post Office essentials at the current location, Yatton Keynell, General Store, The Street, Yatton Keynell. The service will be offered at the same hours as the General Store from 7am to 6pm Monday to Friday, Saturday 7am to 5pm and from 7am to 12pm on Sundays. The Post Office essentials service offers a slightly reduced range of transactions but customers would still be able to access a wide variety of Post Office services, including banking, bill and budget payment schemes, Post Office Card Account, stamps and mailing services.

Tim Nickolls, Network Development Manager for the West Berkshire and Wiltshire area said: "We listened to the feedback we received from the local community and have responded by amending the way in which we intend to offer Post Office services in Yatton Keynell. I am confident that Post Office Essentials will be well supported by the local community."

Post Office® Essentials

Post Office Limited is offering this service on a trial basis for an initial twelve month period. The success of this trial is, to a great extent, reliant on customers using the service on a regular basis and we will be reviewing the situation, and any feedback received, over the coming months. At the end of the twelve month trial period, Post Office Limited will assess the success of the service before a final decision is made. Should the Post Office® essentials service prove to not be successful, Post Office Limited will consult with the local community to offer an alternative form of Post Office® outreach service at Yatton Keynell.

Although the Post Office® essentials service would offer a slightly reduced range of transactions than a Post Office® branch, customers would still be able to undertake a wide variety of Post Office® services, including automated banking services, bill and budget payment schemes, Post Office® Card Account, Postal Orders and postage, inland letters / packets up to a maximum of 6kg (including recorded delivery and special delivery), international letters / packets to a maximum 5kg, or the individual country limit for small packets or printed papers.

Post Office Ltd today confirmed that a home outreach service is to be introduced at Clopton in Kettering to replace the existing branch which closed on 20th February.

The new service will replace Clopton Post Office following confirmation early last year that the existing branch would close under Post Office Ltd’s area plan for Leicestershire, Northamptonshire and Rutland, The new service is expected to begin operating in May.

The home outreach service will allow customers in the community, who register for the service, to order Post Office products and services and have them delivered to their home or to a local drop in session at a location and time confirmed when an order is placed.

A standard range of products and services are available through the home service. Customers can receive benefits in cash using banking services or the Post Office® card account.

Mark Partington, Network Development Manager for the area said: "The home service offers a convenient way for the very small number of customers in Clopton to access Post Office services locally."

Decision On Outreach Service For Beachamwell, Swaffham

Post Office Ltd today (Tuesday April 7) announced its decision to replace Beachamwell Post Office®, Swaffham, with a Mobile Service following a further six-week consultation process.

The decision means a Post Office® Mobile Service will operate from Old Hall Lane, Beachamwell, Swaffham, PE37 8BA, 11am to 1.45am Monday, Wednesday and Friday and 11am to 12pm Tuesday and Thursday. Standard Post Office® services will continue to be available. Customers can still collect benefits in cash using our everyday banking services or Post Office® card account.

In June 2008, following the public consultation on the Area Plan for Norfolk and West Suffolk, Post Office Ltd confirmed its intention to replace the branch in the Beachamwell, with an outreach facility.

A further consultation took place to ensure the appropriate Outreach Service was put in place. During the consultation period (which closed on March 16) concern was expressed about the location of the mobile vehicle and potential problems with access and traffic. Respondents also questioned whether the opening hours were sufficient and also expressed concern about the distance to the nearest alternative branch.

Having considered these responses and taking relevant factors into account Post Office Ltd has decided that due to the expected number of customers, the hours will be sufficient and disruption will be kept to a minimum. The situation will be kept under review.
