I think its up to the manager if he wants to use his own car to drive about. i know some posties ring the police when I,B are hiding in the shadows but never heard it getting done on a manager.

On the strength of LTB 919/07 reproduced below for your benefit it would appear that you are right, although this LTB makes reference to Managers using Private Cars whilst out on delivery. Use of Private Cars on Delivery By Managers
We have been made aware of advice that has been issued by Royal Mail which confirms that the insurance bond which is sometimes provided to CWU members who use their own cars on delivery is not applicable for managers who use their cars for such purposes, either during industrial action periods or at other times.
Therefore unless they have private business insurance to convey mail, they will be driving without insurance. We would suggest that if our members become aware of Managers operating in this way either while industrial action is taking place or otherwise, they should draw the attention of police to the likelihood that an offence is being committed so that they can take the necessary action to stop it.

Not sure is the truthful answer but then again on reflection, you may say 'spying' they may say it as a 'fact finding exercise' a grey area indeed!

They may even say its part of their "Duty of Care".
I have to say that Managers have spied on me and I personally don't mind it, perhaps thats because in some of my jobs, particularly call centres, you are watched and graded all the time. In some places they keep a check on how long you are in the toilet and how many calls you take per hour.
The overview by management at RM is at a distance and nothing to be worried about IMHO. After all we all hear complaints of theft from the public on here and in the press, how else are they going to catch them or even just become suspicious. Managers can watch me any time they want, I won't be doing anything wrong so I have nothing to hide. However, when I spot them I diarise all the details - just in case.

Also if they are watching you from their own cars its not very covert is it,. Most managers will be aware that most posties will know what their car looks like wouldn't they. If they were spying for nefarious purposes wouldn't they use a hire car or get a manager from another area to do they spying. Just a thought.

what is the worst they can do if they find someone who is finish early that does not need to return to the delivery office and saves 20 mins? also what if the reason the person saves 15 or 20 mins uses car? yes answer is no using car but can they use that against you?

NICE ONE.... ha ha ha ha.. for personal opinion, if the manager lets the office know that he's doing 'a patrol' then he's informed you about what his intentions are, but if he ain't informed you or other staff then I think you can then use the mails integrity rules to your own advantage. Like I say this is personal opinion and I ain't sure of the rules. If you do see your manager spying, simply walk up to him/her and ask them what they are doing. Gaffers don't like being answerable to staff and doing this would p**s them off good style.

So if the dom is doing a check he must stand up and tell the office he is doing one even tho it may be only 5-6 per day? that would mean that all members of staff will be aware what dom is doing when they see him? Does anyone know the procedures a dom must follow to do this ?

Sorry 'dom' but that would be in breach of the human rights act ...every one has the right to privacy at work just look up the act and read it. It might well be fed to you from the managers above you but that doesn't mean it's lawful and as we all know royal fail thinks it self above the law in many respects
