is there a national agreement on 4 1/2 hr delivery's

The only national agreement is the SDD agreement which dictates a 3.5 hour span apart from rurals.

A number of trials have been enorsed by the national executive which trials the two man in a van , and in essex a two wave delivery.

However Senior Royal mail management have written to the union stating that in their opinion the Pay and Mod allows them the ability to move the delivery span. A point of priniciple disagreement has been lodged already in the North East.

The disturbing thing is a number of areas have chosen to move to a longer span without either a trial or a national agreement. My concern is that this will become a snowball effect similar to the way peagsus revisons were agreed locally and without a national agreement.

the 3.5 hr dlivery span is a time not to exceed, it is not a time to try to achieve.
you/we should be able to complete the delivery on any given day Mon-Fri.

Not true you should be able to complete every day - no one could say for sure day by day what the volume would be - BUT you should be able to finish on your time evry day.

we will have to agree to differ. i don't believe 3.5hours is the time that the business must try and keep you out there for. this must also take into account of mail fluctuations otherwise duties have knowingly been designed to fail when volume exceeds their plan, which may be based on week 5 or 16 or week 42.
