LTB 966/08 Door to Door Special Drop
No. 966/08
Ref: 535.07
Date: 9th December 2008
To All Branches with POSTAL Members
Dear Colleague
Door to Door - Special Drop
Branches will recall that in 2005 the Union agreed a special Door to Door drop the detail of which was included in LTB 495/05. Since then the agreement has laid dormant until recently when we were again approached by Royal Mail regarding a similar variation to the National Door to Door Agreement, although this time there may be two separate drops involved, where last time there was only one.
In both instances the variation is due to the special requirements involved in the delivery of these particular items which is a priority contract for Royal Mail. In some areas the item will mean that we go beyond the agreed three items per week, and due to the special requirements of the contract it may be that it arrives in Delivery Offices midweek. It is important to note that in order to facilitate this; the delivery of the items which will retain the statutory 5 day (weekday) delivery period should be completed within 7 calendar days, although if our members wish they can deliver the items on a Saturday.
There will be two different versions of each item. A standard one for England, Scotland and Northern Ireland, and a bilingual version for Welsh addresses. It is essential that each delivery point receives the correct version. Where postcode sectors straddle the English/Welsh border there may be alternative arrangements put in place.
The first item for delivery will be a booklet of approx A5 size, have 8 pages and weigh 15g. The bilingual version will also be approx A5, but will have 16 pages and weigh 30g.
The second item will be again be a booklet of approx A5 size, with 12 pages and weigh 23g. The bilingual version will also be approx A5, with 24 pages and weigh 46g.
The exact timing of the drops will be subject to external factors and the customer will be giving Royal Mail a minimum of five days advance notice for each drop. Should circumstances warrant it the first drop may be replaced by the second drop.
These postings will be very high profile for Royal Mail. The drops will be vital to the customer's overall campaign - which will also include television, radio and newspaper advertising. It is therefore essential that we meet the contracted delivery timescales.
Because of the exceptional nature of these drops and the messages that they will contain, any current customer opt outs will be ignored so that delivery is made to every delivery point.
The customer will also be employing an independent research company to monitor our performance.
The attached agreement covering this matter was ratified by the PEC at the statutory meeting on 2nd December 2008.
It will be noted that the agreement provides for a 40% increase in payments for the item(s), whilst protecting our position for future discussions on the wider issues of Door to Door.
These items are exceptional and will require special distribution arrangements; however the relevant safeguards agreed previously after consultation with Terry Pullinger's and Martin Collins' departments have been included in this agreement.
At this point in time it is also likely that the Customer will require a 'Dry Run' early in 2009 to test the ability of Royal Mail to deliver the items in line with the prescribed timescales and to all addresses in what will be a quick response service. These particular arrangements will probably utilise one of the customers pre booked periods and will test the operational arrangements in a selected area(s). The exact arrangements for this dry run will be communicated in due course.
Once we are in a position to communicate the final details surrounding this contract, including the final weights and actual remuneration it is important that representatives enter into early discussions to ensure that all local arrangements (including communication) are in place to deal with the item(s) should they arrive.

It just gets better doesn't it?
Is this the same Bob Gibson who only this very day bemoans the additional pressure placed on deliveries by the new operational systems.
Does anyone seriously believe that this organisation has OUR best interests at heart?

Tells us, or perhaps recommends we don't accept or agree to any cost saving measures until they start talking to us, but when they want us to take an extra D2D they cave. Not quite leading by example are they.
Also did anyone actually ask anyone from the shop floor or was it another "we know best" decision from on high,

I once did a central heating job at Baxenden which was a mere stones throw from their factory, if it is still in the same place - really in the middle of nowhere but plenty of room to expand.
