It seems to be a complicated but indepth way of saying the seller will post by recorded or special and explaining the way its done? Maybe they cut and pasted from RM site but left in a few details that were not needed to be said by the 3rd party?
Or do they buy the pre paid Special or Recorded bags at a discount for say X amount and make a few quid for sending the bags on to a 3rd party?
