The council said the artist did not gain the necessary permission and, once it has established who owns the painted wall, the artwork will be removed by the owner.

saw this line, not surprising, the council don't want to pay for the clean up, it falls on the owner.

did you know if a car or has been abandoned or rubbish has been fly tipped in your drive, you have to remove it, the council is not paying for it.
