I would say the Third Of Managers that can't do the job include those at the top : the RM is a mediocracy, where the mediocre are promoted.

No the correct group that a third of managers belong to is the SS.

And there was me thinking capitalist businesses would be the very beacon of meritocracy

but I suppose (like politics and the civil service) people are promoted to their level of incompetence.
