'buying down' contract

Ive been looking into buying down my contract but im on a 10 hour a day duty and my boss says that me buying down will not save the office any hours, is this how it works? i was under the impression that Royal mail wanted to get as many full timers down to part time hours regardless of savings as part of te bigger plan.Anyone got any info at all?
