This is the 'Offices 'officially' in trouble' list; if an office is not here, then it's not in trouble according to Royal Mail.
I am now comparing 'Royal Mail's daily list' with 'Royal Mail's offices that have gone live' DM26 list.
Offices in red are in DM26. 'Not found' means the office has not gone into DM26 yet.

My theory on the falling numbers is that the reporting criteria have changed to suit DM26. For light days, it's now almost impossible for a duty to fail - all they'll have to report is 1c and tracked have gone out for it to not be a failure. You've now got ~50% of rounds passing with the singleton/50-50 duties seemingly more likely to pass these days. You therefore only need around 40% of the remaining heavy rounds/DPs to go out to pass the 70% mark.
