Well he certainly doesn't have that amount in a high interest savings account. Of course he' all have a nice house (s) etc but he'll carry on because he enjoys the work. Adrenaline. Ego . Workaholic. Who knows ? I know postmen who live in million pound houses , and still work overtime . Why ?
If there were no entrepreneurs everything would be owned by the government, who would give themselves £ billions . Putin doesn't live in a council House. Then everything would collapse as politicians are useless .

The reforms to the letter side of the business are just a sidenote brought on by the government. He'll be looking towards something bigger, more profit from parcels or selling off GLS.
