Walk logs and proper training has gone out the window due to pressure to get out quickly and get the job done in time. People don't do proper van checks either - otherwise there'd be a cacophony of horns being beeped in the yard around 9am.
TBH - just use common sense. If the dog is contained then there shouldn't be any danger. If the dog is loose then avoid it if at all possible. That sorts out about 98% of the issues. The other 2% you were just in the wrong place at wrong time - hazard of the job just like crossing roads 2000 times a year.

It's not mutually exclusive but Lower income areas do seem to have more(what's the politically correct term for shitholes?) and in turn Dogs running around the front gardens with little to no disregard of anybody who might have to come to the house.
