Is Set Duty Structures Finished With DM26

Is Set workload a thing of the past with DM26.
Meaning even if you do all your duty or duties if other posties haven't you will be given extra work to do ad-hoc on a daily basis

In theory nobody will ever complete their duty as 50% of the 2c post will be held back by the MC.
