2. Is it just someone who wants to make sure he gets home in time.
3. Was he running out of his driving hours.
4. What was he doing in the 3rd Lane of a Motorway/A road.
5. Was he off track and trying to make up time.

According to the Blog, the picture was taken on the M6 (by the front seat passenger). Was it on a stretch where it goes from 2 to 3 lanes?
If so, he may have just got stuck in the outside lane. If not, he was very stupid, and needs to read a very useful book I've found. It's called "The Highway Code".

Also there could be a wide load ahead,or the overhead matrix signs could have been indicating that the nearside lane was closed ahead,or he could have took avoiding action to miss some idiot car driver,so basically it could have been any number of reasons including Photoshop!!
