Seems with the elections out of the way that the numbers have started going up again. I'd venture a guess that either:
  • the extra payment for election material motivated people to clear more than they otherwise would
  • that management were using election material and its additional payment as leverage to get more out the door than otherwise would (ie, telling people they can't cut off)

Your presuming RM are telling the truth with regards the failures.
They are most definitely NOT.
Walked around the largest DO in my area last wk at 3.45pm, I would suggest 30-35% of mail still in frames.
Never makes list!

You may not believe this: that probably makes that DO an above-average performer. You need double the fails and double the callrate to have a shot, kid!

Not seen any compete list yet of the expanded list of DOs. It has got to be at least half a dozen DOs in each MC area.
