I think you know the answer to your question, why pay people to leave when they are going anyway.

IHR seems to be the only way to with a lump sum at the moment

It would all depend on how well staffed the office becomes after deployment of new method.
Then they will look at transferring any surplus staff and then if it came to VR they would have to do it fairly.
